Home Rescue Eligibility Questionnaire

  • The following questionnaire provides you the opportunity to determine if you may be eligible for the Home Rescue Program. This is not an application to the program. If after taking this questionnaire you think the program is right for you, click the "Apply Now" button at the bottom of the page to be taken to the online application.

    Do you currently have a mortgage on your home?

    The Home Rescue Program is only available to you if you have a mortgage.

     

     
  • Is your home your primary residence?

    To be eligible for the Home Rescue Program, you must currently live in your home. It is acceptable to have renters in the home, but you must currently reside in the home as well.

     

     
  • Is your home a one-unit, single-family residence?

    To be eligible for the Home Rescue Program, your home must be a one-unit, single-family residence. Condominiums and townhomes are eligible for this program.

     

     
  • Is your first mortgage a home equity line of credit (HELOC)?

    To be eligible for the Home Rescue Program, your first mortgage cannot be a home equity line of credit (HELOC).

       
  • Did you purchase your home through a land sale contract, or is your mortgage from an individual private party?

    To be eligible for the Home Rescue Program, you may not have purchased your home through a land sale contract or have a mortgage from an individual private party.

       
  • Do you own any other residential real property?

    To be eligible for the Home Rescue Program, you may not own any other residential real property. This includes vacation homes or rentals. Timeshares or vacant land are not considered to be other residential real property.

       
  • Are you currently in active bankruptcy?

    To be eligible for the Home Rescue Program, you may not be in active bankruptcy.

       
  • Have you been convicted of: (A) felony larceny, theft, fraud or forgery, (B) money laundering or (C) tax evasion, in connection with a mortgage or real estate transaction within the last 10 years?

    Funding for OHSI and the Home Rescue Program comes from the Troubled Asset Relief Program (TARP) and is subject to the Dodd-Frank Act, which precludes applicants with certain types of felonies from receiving assistance.

       
  • (a) In what county is your home located?

    The Home Rescue Program has a set maximum unpaid principal balance limit based on the Federal Housing Administration (FHA) loan limit for the county in which your home is located.

    (b) What is the unpaid principal balance of the first mortgage on your home?

       

    (c) Is your property 20 acres or larger?

    While your unpaid principal balance exceeds your county's FHA loan limit, you may still be eligible if your property is 20 acres or larger.

       

    (d) Do you run a business from your home?

    While your unpaid principal balance exceeds your county's FHA loan limit, you may still be eligible if you run a business from your home.

       

    (e) What's the current value of your home?

    While your unpaid principal balance exceeds your county's FHA loan limit, you may still be eligible if the current value of your home is less than your county's FHA loan limit. Use the following form to estimate whether your home's value is less than your county's FHA loan limit.

  • (a) How many people live in your home?

    To be eligible for the Home Rescue Program, your projected income for the current year cannot exceed 140% of state median income based on the number of people living in your home.

    (b) Do you expect that your income for this year will be less than $?

     

     
  • Do you expect that your income this year will be at least 10% less than your income in one of the tax years from 2009 to 2015?

    To be eligible for the Home Rescue Program, your projected income for 2016 must be at least 10% less than your income in one of the tax years from 2009 to 2015.

  • Have you previously received monthly mortgage payment assistance from OHSI?

    To be eligible for the Home Rescue Program, you cannot have received monthly benefits from a prior OHSI program. If you’ve previously applied for a mortgage payment assistance program but you withdrew or were denied, you are eligible to participate.

  • - Eligible – Based on your responses, you may be eligible for the Home Rescue Program. Your actual income and other factors will be evaluated once your complete application, including supporting documentation, has been submitted. To begin an application, click on the "Apply" button below. Opportunities for the program are limited, with new program slots released on a biweekly basis. Please check our availability schedule for application dates.

     

    - Ineligible – Based on your responses, you may not be eligible for the Home Rescue Program. You may still apply for the program or contact OHSI customer service at 503‑986‑2025 or homeowner.help@oregon.gov with questions about the program's eligibility criteria.
